Issue of export authorization for ‘Stock and Sale’ of SCOMET items

The Director General of Foreign Trade, amending the paragraph 2.79A of the Handbook of Procedures (HBP) of the Foreign Trade Policy (FTP) 2015-20. This notice concerns the export authorization for “Stock and Sale” of SCOMET items. The notice lays out conditions and procedures for Indian exporters to export SCOMET items to an entity abroad (referred to as a “stockist”) for subsequent transfer to the end users. The notice includes details on the applicability and scope of the policy, requirements for application for export to stockist abroad and transfer to end users in specific countries, and post-reporting for same country transfer and re-export to pre-approved countries by the stockist. It also explains the procedures for re-export to other countries (other than pre-approved) and penalties for non-compliance.
