DGFT Issues Circular on Pending MEIS/SEIS Applications at RAs

The Indian Ministry of Commerce and Industry’s Directorate General of Foreign Trade has issued a policy circular regarding the processing of MEIS/SEIS applications that are pending at regional authorities (RAs) under Para-3.06 of the HBP. The circular states that MEIS and SEIS schemes have now been discontinued and are on the verge of final closure, which makes the transfer or migration of files from one RA to another unfeasible. Therefore, all MEIS/SEIS applications that have been kept pending and are deficient at the RAs under provisions of Para 3.06 of the HBP 2015-20 may be re-opened by the RAs and examined again on merits/ additional documents submitted by the firm as per extant policy and procedural conditions. RAs are advised to provide an opportunity of personal hearing to the applicants, before rejecting a case. All such requests of transfer of applications pending at present at the DGFT HQs have been remanded back to the RAs for necessary action.
